In the wake of the COVID-19 pandemic, PK-12 schools across the United States closed and educators quickly pivoted to remote and continuous learning opportunities to protect students and society as a whole from the deadly coronavirus – COVID-19.
As educational leaders across the country navigate the complexities for providing instruction during the 2020-2021 academic year, questions have arisen regarding systematic screening practices. In this presentation, we offer considerations by Lane and Oakes (2020) for conducting systematic screenings for internalizing and externalizing behaviors in the COVID-19 era. We recommend educators continue to screen, use multiple sources of data to inform programming, and screen responsibly.

Universal screening is a critical part of the Interconnected Systems Framework (ISF) Model. It ensures that all students will receive the support they need and supports early intervention.
"Define a clear process for universal screening, early identification and triage targeting academic, behavioral and mental health needs. The effectiveness of the ISF lies in large part on a commitment to early intervention. Typically, the challenges faced by a student and his/her family are more responsive to support procedures when these challenges are addressed earlier rather than later. A school implementing ISF will need a formal process for regularly identifying academic, behavioral and mental health needs of students. For academic content in elementary schools this process involves universal screening of numeracy and literacy skills. Three times a year (September, December, March) all students are assessed to determine the status of their academic skills. Those students substantially below norms are targeted for extra support. Similar protocols have been proposed for behavioral screening, although the recommendation is twice a year (skipping the initial, August/September academic assessment) (Lane et al., 2012). We anticipate that similar protocols will emerge for regular mental health screening for all students as the ISF approach becomes more widely adopted.

About the Presenter:
Kathleen Lynne Lane, Ph.D., BCBA-D, CF-L1 is a Professor in the Department of Special Education at the University of Kansas and Associate Vice Chancellor for Research. Dr. Lane’s research interests focus on designing, implementing, and evaluating comprehensive, integrated, three-tiered (Ci3T) models of prevention to (a) prevent the development of learning and behavior challenges and (b) respond to existing instances, with an emphasis on systematic screening. She is currently the President Elect of the Council for Exceptional Children Division for Research (CEC-DR). She is the co-editor of Remedial and Special Education and Journal of Positive Behavior Interventions. Dr. Lane has co-authored 11 books and published over 200 refereed journal articles and 40 book chapters.

Similar to data from academic screening tools, data from universal behavior screening tools can be used in tiered systems of support to (a) detect students for whom Tier 1 efforts may be insufficient, (b) inform teacher-delivered, low intensity supports, and (c) connect students with evidenced-based Tier 2 (for some) and Tier 3 (for a few) strategies, practices, and programs. |
