2019 RPN Endorsements!!!
As you know, tomorrow, June 11th will be Primary Day and therefore many of our members and friends will want to know whom we recommend for office.
Virginia Senate District 7 - Virginia Beach and Part of Norfolk
This seat was held for many years by Senator Frank Wagner. Frank decided to retire and not run for re-election.
There are two candidates vying for the Republican Nomination: RPN Member Lt. Commander Jen Kiggans and VB School Board Member Carolyn Weems.
On face value, both candidates are Conservative. If elected, both candidates would represent us well in the General Assembly.
The real question is:
Who can beat the well-funded Democrat in November???
After much analysis and research, we have concluded that Jen Kiggans is the most electable and is the stronger candidate to keep the 7th Republican. If we lose this Senate Seat, then we will lose our Republican Majority in the Senate!
The Democrat Blogs and the Virginian Pilot have uncovered questionable business dealings by Carolyn Weems and this will be used by the State and National Democrats against her in November should she win the nomination. I have attached the front page of the investigative article the Pilot conducted on Carolyn. See below. Below the screen shot of the front page article is a link to the full article so you can read it for yourself.
Remember, similar scandals in previous elections have caused us to lose elections. Just look at last year's 2nd District Congressional Race. The Democrats went on TV and all they talked about was the petition scandal. We lost a race we should have won. This will be MUCH worse. The optics are that while Carolyn Weems was serving on the School Board her company solicited numerous Virginia Beach public schools for many years.
Remember, School Board Members control the budget and employment of ALL Virginia Beach Public School employees.
Folks, what is a Principal of a Virginia Beach Public School going to tell his boss? "No, I will not buy your products?" As you can guess and as the paper states, Carolyn earned over $56,000 just in the time period that the Pilot reported. This is why conflict of interest and ethics rules exist.
The Pilot also uncovered numerous attempts by Carolyn Weems to skirt the legal limit of an invoice that is allowed by law.
As long as Carolyn's invoices were under the $500 per order cap, then they were legal; however, over 40 contracts were less than $10 from the cap.
Here is an exact quote from the Pilot:
"A Pilot review showed 40 contracts since 2009 within $10 of the legal limit. Sixty-one were within $50 of the cap. In several cases, Simply Sales billed schools for items with similar designs several days or weeks apart."
Folks, the public is tired of Elected Officials lining their pockets with our tax dollars! If Carolyn wants to earn money by selling to the Virginia Beach Public School System, then she should not be an elected official!
Again, this is why conflict of interest and ethics rules exist. The excellent background, service record, and professionalism are why the Republican Professionals Network is endorsing Lt. Commander Jen Kiggans for the 7th District Senate Seat.

Virginia Beach Treasurer
Clay Atkinson and Leigh Henderson are both vying for this position. Both candidates bring different strengths to the position and have no negatives. Both are members of the RPN and are in good standing.
Either candidate should easily beat the Democrat in November.
The policy of the RPN Board is to have a clear majority in order to endorse. The RPN Board was literally split down the middle so we will not be endorsing in this race.

68th House of Delegates District
This is a seat currently held by Democrat Dawn Adams and is located in the Henrico and Chesterfield Counties.
The RPN is endorsing Garrison Coward. He is the vice chairman of the RPN Richmond Chapter and is also the Executive Director of the Conservative Professionals Network.
We have known and worked with Garrison for several years and he is bright, optimistic and a go-getter. If Garrison is our nominee, we will pick up this seat in November.
