only prevention of pregnancy and not support abortion. Planned Parenthood receives millions of $ in funds. President Trump is now proposing some changes, including that agencies providing abortion must completely separate their abortion services.(1) This regulation makes sense because when the abortion services and Title X services share the same infrastructure, the funds from Title X are indirectly benefitting the abortion program. Staff members are also motivated to refer or even encourage clients to choose abortion, since the provider will profit from those services. Press articles like the one in US Today (2) claim that the change will shut down clinics and reduce access to services. But in 2015 there were 13,540 other health clinics in the U. S. that provide Title X services without offering abortion, compared to 665 Planned Parenthood clinics. (3) At the end of 2017, the number of PP clinics was down to 597.(4) The article in US Today also stated that the new regulations would require doctors to lie. What the regulations state is that doctors may not refer for abortion, since referral is an integral part of the provision of services. Doctors can certainly state that abortion is available, and abortion clinics are well able to advertise their services, but doctors referring for abortion would be indirectly involved in providing abortion, which Title X is explicitly prevented from supporting.
